The Ministry of Transport of Russia Now Only Purchases Domestic Software

Authorities are ensuring import substitution and technological independence of the public sector

The Ministry of Transport of Russia has fully switched to purchasing domestic software (SW). This was announced by the head of the ministry, Andrey Nikitin, at the final board meeting.

We continue to implement the policy of import substitution, and have fully switched to purchasing Russian software.

The Government of the Russian Federation adopted Decree No. 1875 in December 2024, which unified the procurement procedure. Companies with state participation and departments must switch to Russian software, including operating systems, office suites, and database management systems (DBMS).

Procurements are regulated by laws 44-FZ and 223-FZ. Priority remains with domestically developed software included in the register of the Ministry of Digital Development of the Russian Federation. Government procurement of foreign software is possible only if there is no Russian equivalent.

Russia adheres to a policy of import substitution to ensure the security of critical information infrastructure from hackers and digital sovereignty. This will also help reduce dependence on foreign software vendors.
