Former Rosnano executives accused of distorting reports by 43 billion to conceal embezzlement

The criminal case was initiated by new top managers who replaced Chubais's team

The Ministry of Internal Affairs has completed the investigation of a criminal case against three former executives of Rosnano. Boris Podolsky, Artur Galstyan, and Marina Kasenkova are accused of abuse of power (part 3 of article 285 of the Criminal Code of the Russian Federation). According to the investigation, they issued multi-billion dollar debts of the corporation to banks for its assets, as a result of which the state had to spend more than 43 billion rubles to save the company from bankruptcy, Kommersant reports.

The volume of the criminal case is 97 volumes. The investigation believes that falsifications in the reporting allowed to hide embezzlement, and unprofitable projects were given the appearance of successful ones. The defense claims that there is no corpus delicti in the case. In February, the court refused Podolsky, the former executive director of the Rosnano management company, house arrest, sending him to a pre-trial detention center.

The initiator of the criminal prosecution was the new management of the corporation, which replaced Anatoly Chubais's team at the end of 2020. After leaving Rosnano, Boris Podolsky worked for a short time in a private company, then remained unemployed until his arrest. At the time of his detention, Artur Galstyan held the position of financial director in a subsidiary of Rostec, and Marina Kasenkova remained in the corporation, but as the head of one of the departments. Previously, following the audit, cases of fraud and embezzlement had already been initiated. In particular, a case of embezzlement of more than 6.6 billion rubles during the implementation of the Plastic Logic flexible tablet project is currently being considered in court. According to the Prosecutor General's Office, under the guise of creating display production, funds were transferred abroad without the intention of developing technologies in Russia.
