JSC "Kazan Electrotechnical Plant" (KETZ) has changed its management amid a sharp deterioration in performance. On February 11, 2026, 43-year-old Vitaly Vetsin, who had been the head of the company since 2023, left the post of CEO.
Sources of "Realnoe Vremya" report that during this time the plant's revenue fell from 8 to 2 billion rubles, the staff was reduced, and some production facilities were stopped.
The controlling stake through OAO "Elecon" and KOMZ belongs to the structures of Nikolai Kolesov. Dmitry Vladimirov, Deputy General Director for Finance, temporarily headed the plant.
The board of directors is discussing a strategic shift — moving away from naval themes to aircraft instrument engineering and navigation systems. Some shareholders believe that the maritime direction is losing prospects.
To solve this problem, a complete reorientation to new areas of activity in the field of instrument engineering is required. I think that the new strategy of the plant will not be related to shipbuilding. Currently, submarines and telescopes are widely used, and in this sense, the state identification system is becoming obsolete.
KETZ is the only manufacturer of state identification systems for military naval vessels in Russia. Financial statements have not been disclosed after 2022.
