Russia and Vietnam may sign an agreement on the construction of the Ninh Thuan-1 nuclear power plant in 2026, according to Russian Ambassador to Vietnam Gennady Bezdetko.
In pursuance of the agreements reached at the highest level, the authorized organizations of the parties are preparing a draft relevant intergovernmental agreement for signing. We hope that this will happen this year.
In December 2024, the National Assembly of Vietnam decided to restart the project to create the country's first nuclear power plant, which was suspended in 2016 due to high construction costs. Initially, Rosatom State Corporation acted as a partner in this project.
The Ninh Thuan-1 NPP was planned to be built at the expense of a preferential targeted loan from Russia. The station was to consist of two power units with VVER-type reactors with a capacity of up to 1.2 GW each.
In May 2025, Russia and Vietnam adopted a roadmap for cooperation in the field of peaceful atom until 2030. This plan includes the development of nuclear energy in Vietnam with the participation of Rosatom, the construction of new nuclear power units, the creation of nuclear science and medicine centers, as well as the training of local specialists.
