RDP Enterprise LLC, which is involved in creating the sovereign Runet and belongs to Rostelecom's structures, is looking for a contractor to migrate email inboxes from Russian software to Microsoft Exchange 2019. The contractor is being selected through a specialized platform, and the procedure is scheduled to be completed in February 2026.
Currently, the infrastructure uses a Russian mail server and security gateway. After the transition, the security perimeter will be maintained, but the new platform will become the central element. The service downtime should not exceed 24 hours, and the mailbox addresses will remain the same. Calendars and some service data are not planned to be migrated.
Rostelecom explained the migration by economic feasibility. RDP is a commercial company serving the private sector.
It spun off from the main manufacturer of blocking tools for the public sector, RDP.RU, as part of a business reorganization amid rapid revenue growth in 2025. Alternative solutions will lead to an increase in the total cost of ownership and operational risks. For a commercial company, the priority is financial efficiency and business process continuity.
Despite the official cessation of sales in 2022, Microsoft retains a significant share in Russia. At the end of 2024, Windows remained the dominant OS on PCs (over 75%), but its share in cloud services fell to 25%, and business software accounts for about 7.4%, which is associated with active import substitution.
