Roskomnadzor's actions to possibly restrict Telegram's operation would be justified, as the service does not comply with Russian law, Andrei Svintsov, Deputy Chairman of the State Duma Committee on Information Policy, told TASS.
Earlier, RBC, citing sources, reported that the agency could allegedly begin to partially restrict the messenger's operation from February 10, and measures to slow it down are already being taken. Roskomnadzor has not yet commented on this information.
If Roskomnadzor decided to use its capabilities, its technical means within the framework of the current federal legislation and remind Telegram that they comply with Russian legislation selectively, then these are absolutely the right steps. I see that although Telegram interacts with Roskomnadzor in a number of areas, about 70 percent of Roskomnadzor's requirements still remain unfulfilled.
Svintsov specified that the messenger, in particular, does not block fake channels. He suggested that Telegram create a legal entity in Russia to operate in the Russian jurisdiction.
