Russia reduced electricity generation in 2025 for the first time in two years

Production fell by 1.5% due to slowing industrial growth and lower demand

According to Rosstat, Russian power plants generated 1.194 trillion kWh in 2025, which is 1.5% less than the year before. The decline was the first in two years and is associated with a slowdown in industrial growth: industrial production growth fell from 5.1% in 2024 to 1.3% in 2025, and in manufacturing industries - from 9.1% to 3.6%.

The main reduction occurred in thermal generation, which is sensitive to demand fluctuations. Thermal power plants produced 767 billion kWh - 1.3% less than the year before. Generation at hydroelectric power plants fell more - by 5%, to 201 billion kWh, which experts attribute to weather factors and a decrease in water levels in a number of regions.

Nuclear power plants, on the contrary, increased production by 1.3%, to 219 billion kWh. The Rosenergoatom concern explained the growth by optimizing the repair campaign: its duration was reduced by 149 days due to the advanced schedule of power unit maintenance.

According to the results of December 2025, the downward trend continued: total production decreased by 1.1% year-on-year, to 115 billion kWh. Nuclear power plants in the last month of the year reduced the volume by 9.2%, to 19.8 billion kWh, while hydroelectric power plants showed an increase of almost 5%, to 16.6 billion kWh.
