Public figures proposed to enshrine the concept of "destructive content" in legislation

The new initiative may affect media, blogs and Telegram channels

The chairman of the "Healthy Fatherland" movement, Ekaterina Leshchinskaya, proposed to enshrine the concept of "destructive content" in legislation. This is reported by RIA "Novosti".

In an appeal to the head of the Ministry of Digital Development, Maksut Shadaev, the movement proposes to define destructive content as publications with images, videos, names or other data that allow direct or indirect identification of minor participants in crimes - both offenders and victims.

It is proposed to extend the requirements to traditional media and digital platforms, including Telegram channels, blogs and news aggregators, while maintaining the possibility of anonymized information, publication of official reports and analytical materials without visualization and personalization of minors. Media outlets, channel administrators and bloggers may bear separate responsibility for the distribution of destructive content.

The movement emphasizes that the initiative does not imply censorship or restriction of the public's right to information. It is about the legal distinction between extremist, terrorist and destructive content, which have different natures. According to Leshchinskaya, there is no clear definition of destructive content in Russian legislation yet, despite its widespread distribution in the media and digital platforms.
