In Russia, the number of personal data leaks decreased to 118 in 2025

In 2025, the number of recorded cases of compromised personal data databases in Russia decreased to 118, with more than 52 million records leaked online. This was reported by the press service of Roskomnadzor.

In 2024, the agency recorded 135 leaks containing over 710 million records about Russians.

According to analysts at Eca Pro (part of the Kross Technologies Group), the public sector became the leader in the number of leaks in 2025, accounting for 73% of all cases. This category included more than 105 million lines of data about users and companies. Retail came in second place (19%), and the service sector, including education, medicine, and online services, came in third (6.5%). In total, more than 145 million lines were leaked during the year.
