Electronic boarding pass to become a full-fledged document

From March 1, 2026, new air travel rules will come into force in Russia, clarifying the rights of passengers and the obligations of airlines. This was announced by the Association of Tour Operators of Russia (ATOR) with reference to the order of the Ministry of Transport of the Russian Federation.

The main innovation was the official recognition of the electronic boarding pass as equal to the paper one. Now a passenger can use an electronic ticket as a full-fledged document for registration and boarding a flight.

In addition, the rules expand the possibilities for carrying hand luggage for passengers with reduced mobility. Devices for children, including strollers, are allowed to be transported as free hand luggage, even if the child is not accompanied by an adult on the flight.

The new rules clarify the obligations of airlines in case of flight delays. In particular, water must be provided to passengers one hour after two hours of delay, and food - two hours after four hours of delay. Airlines are also required to inform passengers in advance about the conditions of the flight and the procedure for refunding funds.
