Fraudsters Won't Get Through: State Duma to Quickly Consider Bills on Penalties for Violations in SIM Card Registration

The adopted documents provide for criminal and administrative liability

The State Duma will consider as a priority government bills on sanctions for violations in the execution of contracts for communication services. This was announced by the Chairman of the House Vyacheslav Volodin, noting the need for timely improvement of the regulatory framework for effectively countering cybercrime.

The documents have been sent to the Committee on State Building and Legislation. It is proposed to amend the Code of Administrative Offenses, as well as the Criminal and Criminal Procedure Codes of the Russian Federation.

The bills provide for criminal and administrative liability for violation of the rules for the sale of SIM cards, including the sale to foreign citizens. Violators whose actions caused damage of more than 5 million rubles face up to one year of imprisonment.

Volodin stressed that such measures will further protect citizens and their funds from criminal encroachments. According to him, previously adopted norms have already shown effectiveness: in 2025, law enforcement agencies prevented more than 27 million fraudulent transactions, and the number of such crimes decreased steadily for the first time.
