Flight Methodology Council Defines Aviation Priorities: Preparing for Transition to Domestic Aircraft, Developing UAS, and Preventing Incidents

A standard program for instructors and updated regulations for light aviation will appear in 2026

Under the chairmanship of Sergey Stramous, Deputy Head of Rosaviatsiya, the final meeting of the Flight Methodology Council (FMC), which was revived in early 2025, took place. Over the year, the Council held five meetings and demonstrated its relevance as an expert platform, uniting the efforts of the industry in the field of improving flight safety, improving the training of aviation specialists, and updating the regulatory and methodological framework.

Based on the results of the discussions, three strategic directions of activity for 2026 were identified:

— Training flight personnel to operate new domestic aviation equipment;

— Development of regulatory and methodological framework for unmanned aircraft systems (UAS) and light aviation;

— Creation of preventive methods aimed at preventing recurring incidents based on the analysis of 10-year statistics of the Interstate Aviation Committee (IAC).

In 2026, it is planned to complete the unification and finalization of all existing educational and methodological programs, develop a standard program for pilot instructors, and launch a comprehensive analysis of IAC data in order to identify systemic risks and develop practical recommendations for aviation enterprises.
