The State Duma has adopted a law that allows creating paid zones for road transport in cities. This concerns Moscow and the special economic zone "Sirius". The bill was submitted to the Duma by Deputy Anatoly Vyborny, who represents Moscow in the lower house of parliament.
According to the new law, a paid zone is a collection of public roads and/or sections of such roads located on a territory whose boundaries are determined by a decision to establish a paid zone. In other words, in the capital, the location of paid zones — the center, individual districts or entry into the city itself, as well as the cost of entry — will be determined by the Mayor of Moscow, Sergei Sobyanin.
The law comes into force on March 1, 2026. It is not yet known whether the capital's authorities will determine any paid zones in the city or not. The bill itself was not publicly discussed before its adoption.
