The Ministry of Industry and Trade of Russia has announced the postponement of the introduction of the updated recycling fee for cars. Initially, the reform was planned to be implemented from November 1, 2025. The postponement to the beginning of December will allow Russians who placed orders earlier to retain their old benefits.
The essence of the changes lies in linking the recycling fee to engine power. The preferential rate for individuals will only apply to cars with a power of up to 160 horsepower. Cars with more powerful engines will fall under commercial rates, which are significantly higher. The base rate of the recycling fee is determined by the type and volume of the engine, and the coefficient is calculated on a progressive scale depending on the power. For individuals, the preferential rate will be 3.4 thousand rubles for a new car and 5.2 thousand rubles for a car older than three years.
The recycling fee is a one-time payment for the recycling of a car after its operation. It was introduced in Russia in 2012, and it applies to both manufacturers and importers, as well as buyers. The Ministry of Industry and Trade notes that raising rates is necessary, including to combat "gray" import schemes: when cars are brought in under the guise of personal imports for resale.
The postponement of the entry into force of the new rules followed an appeal from the business community. "Delovaya Rossiya" pointed to delays in the delivery of cars ordered by citizens. Deputy Prime Minister Denis Manturov instructed the department to consider the possibility of postponing the implementation of the reform by a month, which was approved.
