The Russian government has extended the third stage of the experiment on collecting biometric data from foreign citizens: from December 1, 2025, to June 30, 2026, the procedure will be in effect "at all border crossing points" where technically feasible. The decree came into force on October 18. 
Previously, biometric data collection was carried out selectively: since December 2024, fingerprints and digital photos have been taken at major international airports and one land border crossing point. From June 30, 2025, foreigners entering visa-free have been able to transmit data in advance via the "Gosuslugi RuID" mobile application. Now, the experiment will cover border and regional crossing points—but only where the necessary equipment is installed. 
There are also exceptions. The experiment does not apply to employees of intergovernmental courier services. Previously, citizens of Belarus, diplomats and employees of international organizations, holders of diplomatic and service passports, as well as children under six years of age, were included in the list of those exempt. These categories will not be required to submit biometric data when crossing the border. 
Biometrics include a facial photograph and fingerprints; in some cases, a voice recording and other digital parameters when registering via RuID. Data collection is designed to form a digital profile of a foreigner. It will simplify identity verification at the border and allow tracking of the duration and mode of stay.
According to the authorities, the measure will increase the efficiency of migration control and reduce the proportion of violations.
