The Board of Directors of the Central Bank has approved a draft change in the cost of OSAGO (compulsory motor third-party liability insurance) for drivers and plans to send it to the Ministry of Justice of the Russian Federation. According to the document, motorists who are frequently involved in accidents will pay 15% more for an insurance policy, while careful drivers will pay 15% less.
The initiative of the Central Bank was supported by Ivan Abramov, First Deputy Chairman of the Committee of the Federation Council on Economic Policy. He believes that reckless drivers should be punished with money. The high cost of OSAGO should stimulate a change in behavior on the road, the senator added.
If a person is not involved in accidents, they should pay the minimum for the policy.
The document also provides for a doubling of the territorial coefficients for OSAGO for regions from the so-called "red zone", where cases of insurance fraud are most often recorded. Currently, there are only 3 such regions on the Central Bank's list: the Republics of Ingushetia, Dagestan, and the Novosibirsk Region.
