Starting September 1, a new tool to protect against unwanted calls is being introduced in Russia. Now, subscribers can independently prohibit mass calls by submitting an application to their telecom operator. This measure is enshrined in Federal Law No. 41-FZ on combating cyber fraud and is aimed at reducing the number of telephone attacks, the Ministry of Digital Development reported.
However, complete silence on the phone is not guaranteed. Calls from government bodies and their subordinate structures are not prohibited. Currently, the department is forming a list of socially significant organizations that will be allowed to make mass calls without the consent of subscribers. This may include hospitals, clinics, social services, and government institutions.
Telecom operators are ready to fulfill any requirements of the regulator. MegaFon, MTS, and T2 noted that there are no technical restrictions for implementing the innovation. In the future, additional exceptions are possible — for example, for sociological research.
Experts warn that it is important to find a balance between protecting users and maintaining necessary communication channels.
Analysts also point to the risks of circumventing the law. Companies may enter into special agreements with operators to maintain access to mass calls. According to him, collection agencies and banks can use this loophole for "cold" calls.
