Hotels May Be Allowed to Check-in Guests Using the Max Messenger

But only those connected to the Unified Biometric System

The Ministry of Economic Development has prepared a draft decree of the Russian government allowing hotels and other accommodation facilities to check in guests using the Max messenger. The document is published on the website of draft regulatory legal acts.

According to the explanatory note, tourists will be able to send data from identity documents through the Max information exchange service. This technology will only work in hotels connected to the Unified Biometric System.

The initiative aims to simplify and increase the accessibility of services for travelers. The draft decree also introduces uniform rules for the provision of services not only for hotels, but also for other accommodation facilities, which was not previously at the legislative level.

The document describes in detail the requirements for the settlement of foreign citizens, stateless persons and minors, as well as the rules for using non-refundable reservations.

The new rules are planned to be introduced from March 1, 2026 for a period until March 1, 2032.
