The Ministry of Industry and Trade of Russia has published a draft decree proposing a ban on public procurement of imported diesel engines for diesel locomotives. Restrictions are also expected on the purchase of diesel engines for other industries.
According to the draft, foreign diesel locomotive engines will be included in the list of goods prohibited for purchase under 44-FZ and 223-FZ.
It is worth noting that a purchase ban has been established for all foreign components of railway rolling stock with code 30.20.4 (OKVED code). At the same time, diesel locomotive engines, which are produced exclusively by Russian manufacturers, are not included in this list and have a separate code 28.11.13.110. To comply, it is proposed to ban the purchase of diesel locomotive engines.
Russian enterprises, such as the Kolomna Plant and the Ural Diesel-Motor Plant, are capable of producing up to 1,000 diesel engines per year, and taking into account investment plans, this figure may increase by 250 units. At the same time, the need for diesel engines is up to 800 units per year, of which 300 units are not related to diesel locomotives.
The main consumers are Russian Railways and rolling stock repair enterprises.
The introduction of measures to protect Russian manufacturers, including a ban on the purchase of foreign diesel locomotive engines, will not affect the main consumers, who already use domestic engines.
Currently, imports of diesel locomotive engines account for only about 5% of the total volume — equivalent to 40 engines per year.
Earlier www1.ru reported that the Ministry of Industry and Trade is considering banning the sale of foreign electronics in public procurement.
