The ship was named in honor of the Hero of the Soviet Union, Rear Admiral Leonid Balyakin, a participant in the Soviet-Japanese War. Project 12700 was developed by the Almaz Central Marine Design Bureau. Ships of this type are designed to detect and destroy sea mines in new water areas and in the seabed.

A distinctive feature of the Project 12700 minesweepers is a hull made of monolithic fiberglass, created using vacuum infusion technology. This hull, as reported, is the largest in the world in its class. Its advantages include lower weight, increased strength compared to metal, unlimited service life and corrosion resistance.

According to plans, ships of this project should form the basis of the mine-sweeping forces of the Russian fleet in the near future. The displacement of the minesweeper is about 890 tons, the length is 62 meters, and the width is 10 meters. The maximum speed reaches 16 knots. The ship's crew will consist of 44 people.
