New Measures Against Phone Scammers Being Developed by the Russian Government

The second package of measures to protect citizens considers the possibility of banning international calls

The Russian government is working on a second package of measures to protect citizens from scammers, which may include the possibility of a voluntary ban on international calls and increased responsibility for the use of deepfakes. Deputy Prime Minister Dmitry Grigorenko reported on these initiatives to President Vladimir Putin on Wednesday.

According to Grigorenko, many attackers operate using foreign numbers or are located abroad. A voluntary ban on international communication is seen as an effective measure, since most citizens do not need such calls for personal or work tasks.

Another area of work is the introduction of liability for the use of artificial intelligence technologies by fraudsters to create fake voice messages and videos. The Deputy Prime Minister noted that such schemes are becoming more common, and this initiative is supported by law enforcement agencies.

The first package of measures, which includes 30 initiatives, is already in effect. In particular, it provides for mandatory labeling of calls from organizations and a ban on the use of messengers by employees of state bodies and banks when communicating with clients. Also, a law on criminal liability for so-called droppers — persons providing their accounts for the transfer of illegal funds — recently came into force.
