The State Duma has proposed limiting the operation of "inefficient" freight cars from 2026 and switching to innovative, "heavy" models. According to calculations, this will relieve the railway network, reduce fuel costs and track repairs, and speed up the turnover of cars. The Ministry of Industry and Trade, the Ministry of Transport, and Russian Railways have already expressed support for the idea.

However, the market is skeptical. Representatives of operators believe that with a falling volume of loading, such measures will only lead to higher tariffs. New cars are more expensive, their maintenance is more costly, and savings are achieved only when transporting bulk cargo such as coal or ore.
Industry representatives believe that the Russian Railways infrastructure is not yet ready for a massive transition - the required track length is only available in the east of the country.
The proposal to ban the inclusion of old cars in trains from 2026 has already been sent to the government. One option that could suit the market is a trade-in program: for three written-off standard gondola cars - one innovative one without surcharge.
