The implementation of Russia's first industrial complex for the production of propylene oxide using HPPO (Hydrogen Peroxide to Propylene Oxide) technology is starting in Chuvashia. The project will be located on the territory of PJSC "Khimprom" in Novocheboksarsk and will become part of the import substitution strategy for chemical components widely used in industry.

The project involves the creation of 150 jobs and integration into the company's hydrogen chain, which also includes the production of sodium percarbonate, a key component of household chemicals. At the pre-project preparation stage, which will be completed in November 2025, 100 million rubles have already been allocated. Three major Russian consumers have expressed preliminary interest in the products.
Preliminary agreement on expanding capacities for new product volumes has been received from three major Russian propylene oxide consumer companies.
HPPO technology is considered one of the most environmentally friendly in the world, as it uses highly concentrated hydrogen peroxide without the formation of by-products. Its use in Russia became possible thanks to the launch in 2023 of the "Volzhskaya Perekis" production facility, specializing in the anthraquinone method of producing hydrogen peroxide. As noted by Sergey Merzlyakov, Chairman of the Board of Directors of Orgsintez Group:
The planned capacity in commercial propylene oxide is 50 thousand tons per year, the preliminary investment estimate is almost 20 billion rubles.
Given the high logistics costs, the possibility of placing product conversions both on the territory of "Khimprom" and at consumers' sites is being considered.
Propylene oxide has expensive logistics, so we are considering placing new capacities for product conversions both on the territory of manufacturers and <...> at the "Khimprom" site.
Propylene oxide is used in the production of polyesters, propylene glycol, and polyalkylene glycols, substances necessary for the manufacture of fiberglass, plasticizers, and other industrial materials.
