The Ministry of Finance of Russia announced that an automatic system for checking the availability of OSAGO policies using photo and video recording cameras will be operational by November 1, 2025. The technology will allow identifying drivers operating a car without insurance and automatically sending them fines.
Insurers believe that there are no technical obstacles to implementing the system. The RSA previously proposed starting with an experiment — sending warnings through the public services portal without fines. However, in the end, it was decided to launch a full-fledged mechanism with financial sanctions.
The date for bringing drivers to justice for not having an OSAGO policy using cameras has not yet been determined, the system will be operational by November 1, 2025.
According to insurers, 7–10% of car owners in Russia drive without a policy. The introduction of the system, as well as the increase in the number of cameras, could significantly reduce this figure.
At the same time, these drivers, knowing that the main part of their route is controlled by cameras, are usually more disciplined, which can be expected in terms of оформление OSAGO policies. Taking into account the annual increase in the number of cameras, as well as other measures taken, including by insurers, the RSA expects a significant reduction in the number of vehicle owners without policies.
Currently, citizens can receive and pay fines for traffic violations recorded by cameras on the public services website and in the corresponding mobile applications. The fine for the absence of compulsory insurance for a car owner can range from 800 to 5 thousand rubles.
