President of the Russian Federation Vladimir Putin has signed a law that provides for the creation of a national multifunctional platform that performs the functions of a national messenger and government service. The document is published on the legal information portal. The operator of the new platform will be determined by the government of the Russian Federation.
According to the law, the service must be created on the basis of domestic software and have more than 500 thousand daily users. The national messenger will be available for communication in Russian, the state languages of the republics within the Russian Federation and other languages of the peoples of Russia, as well as for telephone calls. Advertising will be placed on the platform in these languages.
The multifunctional service will provide users with access to various features, including receiving government and commercial services. The platform will be integrated with "Gosuslugi" and ESIA, which will allow citizens to access information from their documents. This data can be used to confirm age, eligibility for benefits, registration in hotels and in other situations requiring proof of identity. It is important to note that in cases where a citizen has confirmed his identity through a new digital service, he will not be required to provide additional identification using paper documents.
The platform will provide the ability to sign documents using an enhanced qualified or unqualified electronic signature. The application will also become a platform for interaction between students and teachers of schools and colleges.
