The Shcherbinsky Court of Moscow has recognized the current carry-on baggage size regulations established by the airline "Pobeda" as illegal. This is stated in the court's decision document.

To recognize the actions of LLC "Airline "Pobeda" in establishing the norm for free carriage of hand luggage in the form of one piece with dimensions up to 4x36x30 cm, the norm for goods from duty-free shops packed in a sealed (sealed) plastic bag with dimensions no more than 10x10x5 centimeters, as illegal.
According to the prosecutor's office, "Pobeda"created the appearance of choice for passengers, but in reality, intentionally set the minimum dimensions for hand luggage. This deprived passengers of the opportunity to use free baggage allowance.
The court ruled that the airline "Pobeda" must, within one month from the date the decision comes into legal force, establish a norm for free carriage of hand luggage in the form of one piece with dimensions of at least 36x30x27 cm and weighing at least 5 kg. It is also necessary to establish a norm for goods from duty-free shops packed in a sealed package, with dimensions of at least 24x32x5 cm.
The prosecutor's office insisted that the actions of the air carrier are aimed at violating the law and infringe on the rights of citizens.
