The Central Scientific Research Automobile and Automotive Engine Institute (NAMI) commented on the difference in the assessment of the degree of localization of the Lada Granta model.
As clarified by the institute, the officially confirmed level of localization is 45.7%, and not "almost 100%", as previously stated by the president of AvtoVAZ, Maxim Sokolov. The discrepancy is due to differences in the calculation methodology.
NAMI recalled that the only regulatory approved method for assessing localization remains the scoring system established by government decree No. 719 of July 17, 2015. According to this methodology, Lada Granta scores 5284 points, which provides AvtoVAZ with the highest level of localization among automakers in Russia.
However, only those elements that are confirmed by official documentation are taken into account for the calculation. Manufacturers, as a rule, record only the minimum necessary level of localization, sufficient to fulfill the terms of the Special Investment Contract (SPIC). Confirmation of the full scope of localization would require a significant number of additional documents, which in practice is often not done. Thus, the actual level of localization may exceed the recorded level, but remains unproven within the framework of the official methodology.
The maximum theoretically possible number of points according to the methodology is about 8800. AvtoVAZ cars, despite the high level of localization, cannot meet all the criteria provided for in the system. For example, the Haval Jolion crossover, considered the most localized among foreign models, has a score of 1630 points.
