The law on personal data leaks adopted in December led to the burying of about 40% of services and moved the market to the darknet

With the introduction of Article 272.1 of the Criminal Code of the Russian Federation (Criminal Code of the Russian Federation) for creating and administering sites and programs for the illegal distribution of personal data, most Russian-language "probiv" bots have reduced functionality or completely suspended their work.

For example, the "Eye of God" service limited the issuance of information by 40% and suspended its activities until the legal situation is clarified. Himera Search moved its employees abroad, and Leak OSINT became unavailable in Russia.

Previously, the owners of such bots used data obtained from leaks and open sources. Now they risk getting a fine of up to 700 thousand rubles or imprisonment for up to five years.

The volume of the market for services for finding information about citizens and their property was estimated at 15 billion rubles per year. Experts predict that this market will move to the darknet and will be controlled by foreign operators.

The Ministry of Digital Development recalled that criminal liability occurs only for the illegal collection and storage of personal data, as well as for their distribution. Data that is available on the Internet does not become legal by default. Thus, the state is now fighting not individual hackers, but an entire infrastructure for trading personal information.
