The State Duma is discussing the draft law "On Regulation of Artificial Intelligence (AI) Systems in Russia," which provides for a ban on systems with an "unacceptable level of risk" and the introduction of liability for developers for harm caused by neural networks.

The draft law was developed to implement the "National Strategy for the Development of Artificial Intelligence until 2030," approved in February 2024.

In addition to mandatory labeling of AI systems, the project also includes the classification of neural networks by risk levels, mandatory state certification, the introduction of liability for causing harm to life, health, or property, and the definition of copyright.

Experts in the field express concern that hasty and strict regulation may negatively affect the development of a key technological area, limit the capabilities of companies and users, and lead to technological regression.
