Roskomnadzor does not plan to monitor users and collect data about them from prohibited sites

The order of Roskomnadzor (RKN), which was previously published on the official website of legal information, does not provide for monitoring user actions and collecting data about users of prohibited web resources. According to the department itself, their goal is to collect information about network addresses to update protection rules against DDoS attacks.

Earlier, an order of Roskomnadzor was posted on the official website of legal information, which establishes the rules, time frames, composition and format for the provision by the telecom operator to the RKN of data necessary for identifying communication facilities and user equipment on the Internet in the territory of the Russian Federation.

The network began to talk about the fact that the collection of this data can be used to track the frequency of visits to blocked sites and establish total control over web surfers.

The order of Roskomnadzor is not about tracking user actions and not about collecting data about users of prohibited sites. This document implies the collection of information about network addresses that are used by telecom operators in various constituent entities of the Russian Federation to update the rules for countering DDoS attacks

The department reported that data on personal user devices is not collected, since there is no need for this.

The changes come into force on April 11, 2025. Now operators will have to transmit information to the RKN about network addresses and the region where they are used. Specialists will also collect data on unique numbers of technical equipment. User traffic and communication services pass through them. In some cases, information will also be collected about network addresses allocated in the format of IPv4 and IPv6 protocols.
