The reason was the lack of permits for the construction of a particularly dangerous facility

Construction of the Teatralnaya metro station in Samara has been suspended due to the lack of necessary documents for the construction of such a dangerous facility. This was reported by the press service of the construction company Volgatransstroy (VTS).

The metro is a particularly dangerous production facility, and its construction requires registration and a license from Rostekhnadzor. This requires a valid contract signed by the customer, who, in turn, cannot sign these documents without a corresponding order from the government of the Samara region.

Work was suspended due to the lack of permits for the registration of construction of particularly dangerous facilities. To resume work, the customer needs to conclude an additional agreement with the contractor to extend the terms of the contract with updated work schedules and financing.

Registration of the facility with Rostekhnadzor would have opened the way for the start of the tunnel boring machine. If work had started immediately and there were no further delays, it could have been completed by mid-2026.

Company representatives noted that they had repeatedly addressed this issue to the customer — the capital construction department of the Samara region, as well as to the regional government. They also initiated meetings on this issue, but did not receive a response to their requests.

Currently, work on the station itself is 73% complete, and tunneling is 50% complete. Among the remaining stages are the completion of the right running tunnel, as well as the arrangement of tunnels and commissioning works in the metro.

The company reported that construction and installation work worth 7 billion rubles was carried out during the construction of the station, and equipment and materials worth 1.5 billion rubles were purchased.

However, according to information provided by the VTS press service, about 8 billion rubles in 2024 prices are needed to complete all the work.

Earlier, in November 2023, the construction of the Teatralnaya metro station had already been suspended. This happened after a criminal case was opened on abuse of power, in which the former head of the region's government, Viktor Kudryashov, was involved.

The Communist Party faction raised the issue of a possible freeze on the construction of the Teatralnaya metro station.

Alexey Fedoseev, head of the contracting company VTS-Metro, said that the terms of state contracts expired in December last year. No new contracts have been concluded yet, which means there is no funding.
