The Ministry of Economic Development of Russia has decided to terminate the experimental legal regime (EPR) for testing air transportation using large drones in the Tomsk Region. This decision is due to the low efficiency of the project, which did not yield significant results.

A similar situation is observed in other regions of Russia where similar EPRs were in effect — in Moscow, Innopolis, Bashkiria, and the Nenets Autonomous Okrug. Over the three years of operation in these regions, not a single unmanned flight was carried out, which also indicates the failure of the project.

The Tomsk Region was one of the five regions where the experiment on the introduction of unmanned aviation systems began in March 2022. It was expected that data would be collected within the framework of this initiative to work out the legal aspects of the use of unmanned aerial vehicles. However, despite initial expectations, the project did not live up to expectations.
