For Motorists: What Will Change From January 1, 2025

New rules, fines, and simplifications

From January 1, 2025, motorists will face changes in traffic regulations and administrative procedures. Here are the details:

For speeding between 20 and 40 km/h, starting January 1, 2025, you will have to pay 750 rubles instead of the previous 500 rubles. Authorities have also reduced the discount for prompt payment of the offense. It will decrease from 50% to 25% and will be valid for one month.

Another innovation will be DNA registration. It will affect traffic offenders who are given administrative arrest — for driving without a license, while intoxicated, for refusing a medical examination, for leaving the scene of an accident, or for non-payment of fines. Genomic information will be collected from such drivers.

Regarding insurance: from January 1, 2025, insurance companies will be required to accept applications for OSAGO policies in electronic format. The transport tax in the capital and a number of other regions, including the Arkhangelsk and Novosibirsk regions, will increase annually, starting in 2025.

In addition, from March 1, motorists will be able to register their cars without an OSAGO policy. It will be possible to deregister a car immediately after its purchase.

On April 1, the period for exchanging foreign driver's licenses for Russian ones without the need to take exams will end. The simplified exchange procedure will be valid until April 1, 2025.

The traffic police also reminded that drivers should replace their driver's licenses, which expired in 2022 and were automatically extended until the end of 2025.
