State Duma deputy from the LDPR faction, Andrei Svintsov, proposed selling alcohol after a special mark on the "Gosuslugi" portal. The parliamentarian appealed with a request to amend the Federal Law "On State Regulation of the Production and Circulation of Ethyl Alcohol, Alcoholic and Alcohol-containing Products".
Svintsov noted that there has been a sharp increase in alcohol consumption in the country over the past four years. The essence of the bill is that Russians who have reached the age of 18 will have to undergo an examination by a narcologist at their place of residence. The doctor will conduct a preventive conversation about the consequences of alcohol abuse, after which the examination results will be entered into the "Gosuslugi" system.
A special mark, for example, a QR code, will be displayed in the user's profile, which will become necessary for purchasing alcohol.
