Members of the "New People" faction in the State Duma have proposed a bill that would allow citizens to annually evaluate the work of deputies, governors, and mayors through the "Gosuslugi" portal. This proposal aims to increase the responsibility of civil servants and corresponds to the trend of improving the quality of government work.
The authors of the initiative are confident that this mechanism will provide feedback between citizens and the government. The assessment will be conducted through secret ballot, which will allow collecting reliable data on the work of authorities at all levels.
The bill was a response to the abolition of direct mayoral elections in most Russian cities. As indicated in the explanatory note, in this regard, it became necessary to give citizens the opportunity to evaluate the work of local authorities, even if they cannot directly elect them.
Co-author of the initiative Sardana Avksentyeva noted that in the context of increased attention to the quality of training of managerial personnel and increasing the responsibility of officials, the use of "Gosuslugi" for public assessment is a logical step. The platform has proven itself as a reliable and convenient tool for collecting data on public opinion.
It is emphasized that the new version of the bill takes into account the comments received when a similar proposal was rejected in 2024, and now the project includes mechanisms that are determined by the government of the Russian Federation or local authorities.
