Advertisers and advertising system operators on the Internet may be required to make contributions to the federal budget from 2% to 5% of advertising revenue per quarter. The new amendment to the law is under discussion.

Information about the advertising levy is also available in the draft budget for 2025–2027. It is assumed that the authorities will allocate funds to implement the national project "Data Economy and Digital Transformation of the State".

The innovation may lead to an increase in the cost of goods and services. It is highly likely that advertisers will start compensating for costs at the expense of consumers.

It is also worth noting that the new levies will only affect online platforms, excluding outdoor advertising and television. This may adversely affect the development of small and medium-sized businesses, where internet advertising is the main source of income and promotion.
