Russia plans to fully transfer the submission of documents for awarding the academic titles of professor and associate professor to electronic format. According to the draft administrative regulations of the Ministry of Education and Science, applicants will send data through the "Gosuslugi" portal or the Federal Information System of State Scientific Certification (FIS GNA). This change aims to eliminate paper copies of documents.

Previously, starting from May 31, 2023, it was possible to submit applications without paper copies through "Gosuslugi", but now this process will be fully electronic. Documents will be submitted through collegiate governing bodies in universities, usually through academic councils, which will also send applications to the Ministry of Education and Science.
In addition, after the regulations come into force, the processing time for applications for academic titles will be reduced from 6 months to 100 working days. The number of documents required for application will also be reduced. The Ministry of Education and Science plans to independently collect some of the information, requesting data on the scientist's work activity from the Pension and Social Insurance Fund and on possible changes in personal data from the Federal Tax Service.
