The Ministry of Digital Development announces the start of registration on "Gosuslugi" for owners of channels and pages on the Web who have more than 10,000 subscribers. After voluntary identification of owners in a special form, Roskomnadzor will include their online projects in a special list. If there is no registration, then from January 1, 2025, advertisers will not be able to place advertising on such resources, and other channels will not be able to repost their messages.
Registration is available for individuals, legal entities and individual entrepreneurs, citizens of Russia and foreigners with a confirmed account.
Channel/page owners can send a minimum amount of basic information about themselves and their channel through a special form, including contact information. Then the application will be assigned a unique number, which must be placed in a pinned message or description of the channel/page within 3 days so that Roskomnadzor can confirm that the channel/page belongs to the applicant.
Roskomnadzor will consider the application and decide whether to include the channel/page in the list within 10 working days. A notification about it will be sent to the channel owner in their personal account on Gosuslugi.
After being included in the list, the channel/page owner must place a unique link to the entry in the Roskomnadzor register in its description. Through this link, other users of the Web and advertisers will be able to check whether the public page is actually on the list.
It is assumed that the new rules for maintaining channels with an audience of more than 10,000 people in social networks in Russia will streamline the advertising market and increase the level of protection against Internet fraudsters.
