Fighting the Surplus: Russian Railways Temporarily Suspended Acceptance of New Freight Cars

Restrictions Lifted Under Pressure from Authorities

The company "Russian Railways" (RZD) suspended the acceptance of new freight cars from manufacturers for three days without explanation. This led to disruptions in the supply of cars.

The ban was lifted under pressure from authorities. On Wednesday, wagons began to enter the network again.

According to RZD, from Saturday to Tuesday evening 2024, an error was detected in the ETRAN system (used for processing transportation documents). It indicated an "exceedance of technical and technological capabilities when directing wagons for sale." This indicates that the restriction was aimed at regulating the volume of the car fleet.

RZD associates the introduction of restrictions with the need to reduce the number of working wagons, which exceeds permissible norms. In July, the working fleet grew to 1.37 million wagons, which is 220 thousand units more than the established limit. In October of this year, it was decided to reduce the number of wagons to 1.1 million.

The introduction of a ban on the acceptance of new wagons negatively affected wagon-building enterprises. In January-August 2024, about 48.1 thousand wagons were produced, but approximately the same number did not leave the factories. Due to the blockade, wagon-building companies faced overflowing warehouses and the inability to ship products.

The introduction of bans on the acceptance of wagons certainly affects the production process. Delay in shipment can lead to financial losses and breach of obligations to customers.

As a result, RZD lifted the restrictions. But market participants are concerned that such measures may negatively affect the financial stability of wagon-building enterprises and undermine customer confidence in timely deliveries.

Additionally, it was noted that the existence of a surplus of wagons on the network is a controversial thesis, since many wagons actually remain unused, and RZD's calculations on this indicator have not been confirmed by external audiences.
