The Cabinet of Ministers has decided to gradually increase the recycling fee for vehicles, including buses and some types of special equipment, annually until 2030. At the first stage — from October 1, 2024 — the rate will increase by 70–85%, the Ministry of Industry and Trade reported.
A long-term scale of indexation of the recycling fee until 2030 has been approved for passenger cars, light commercial vehicles, trucks, buses, trailers and semi-trailers, as well as for some types of road construction equipment.
At the first stage, the fee will increase by an average of 70–85% for cars and trailers. In the future, it will be indexed by 10–20% from January 1 of each subsequent year.
For cars imported before October 1, the previous coefficient values will be applied, provided that documents are submitted to the customs authorities for them before October 15.
For road construction equipment, an annual rate increase of 15% is provided from January 1, 2025.
Earlier, the "Russian Car Dealers" association appealed to the Ministry of Industry and Trade and the Ministry of Finance with a request to clarify the procedure and amounts of compensation for the recycling fee, which will be indexed annually until 2030. The organization was concerned that a recycling fee exceeding the cost of recycling could lead to higher car prices.
