The Ministry of Internal Affairs of Russia plans to introduce a new mechanism for monitoring the payment of the recycling fee for vehicles. As part of the proposed draft government decree, the Ministry of Internal Affairs proposed to exclude the requirement to provide an OSAGO insurance policy for state registration of vehicles. The document is expected to be adopted, which will simplify the process of registering cars.
At the same time, the draft decree provides for the organization of interaction between the Federal Customs Service and the Ministry of Internal Affairs to control the payment of the recycling fee for vehicles imported into Russia by individuals for personal use. This applies to cases where a vehicle is imported with payment of the recycling fee at a preferential rate.
As part of the new mechanism, the State traffic inspectorate will monitor the timing and completeness of payment of the recycling fee when registering and re-registering such vehicles. If the owner sells the car within 12 months after its import or registration, the new owner will be denied registration until the recycling fee is paid in full — at the commercial rate.
