A draft with a corresponding proposal is under consideration

The Russian government has put on the agenda the issue of removing fines for tinting the side windows of cars. This was announced by the author of the bill, State Duma deputy Yaroslav Nilov (LDPR).

To state part 31 of Article 12.5 of the Administrative Offenses Code as follows: 3.1. Driving a vehicle with windows installed (including those covered with transparent colored films), the light transmission of which does not comply with the requirements of the technical regulations on the safety of wheeled vehicles, with the exception of the front side windows, the light transmission of which must be at least 50% of the light transmission indicator established by the requirements of the technical regulations on the safety of wheeled vehicles.

The explanatory note to the document notes that "tinting protects against sunlight, which negatively affects the driver's vision, reduces the temperature of the passenger compartment, while the use of air conditioning significantly increases fuel consumption". In addition, tinted windows are a frequent reason for checking a car by traffic police officers. Reducing fines will help reduce the number of abuses of power by representatives of the transport service.
