Foreigners Will Only Be Able to Buy a SIM Card in Russia Using Biometrics

The Ministry of Digital Development has prepared a bill on requirements for foreigners when concluding contracts for communication services

The Ministry of Digital Development has developed a bill that establishes requirements for foreign citizens when concluding contracts with mobile operators. You can buy a SIM card only after registering data in the Unified Biometric System (UBS).

The conclusion of the contract will only be possible in official communication stores and points of sale after registration in the UBS. The document indicates the IMEI of the foreigner's phone. Operators will be required to disconnect communication if the SIM card is used on another device. A foreigner will be able to register no more than 10 numbers for himself.

Change in the Rules for the Provision of Services

Russian telecom operators must notify all foreign customers about the transition to the new rules for the provision of services by February 1, 2025. Documents will be reissued until March 1, 2025. Otherwise, communication will not be available to them.

What Will Change for Russians

Citizens of Russia will be able to track information about mobile numbers registered on their passport on the Gosuslugi portal. Unused numbers can be disabled in your personal account.

The press service of the Ministry of Digital Development explained that the rules will come into force from the day the bill is signed. Violators of the requirements face administrative liability.
