The Bank of Russia, the Ministry of Internal Affairs, the Ministry of Digital Development, and Roskomnadzor are discussing the creation of a new anti-fraud platform to combat scammers. It is a system for countering transactions without customer consent.

The Central Bank explained that it was decided to strengthen the exchange of information between financial organizations and telecom operators.

MegaFon stated that the idea of an anti-fraud platform was discussed back in 2023. However, it was abandoned then due to high costs. Tele2 added that telecom operators are already working with banks that want to receive information about fraudulent calls.

Major Russian banks have positively assessed the creation of a new interaction system. Absolut Bank emphasized that it is now important to determine a sufficient amount of information for this platform. Credit organizations believe that amendments need to be made to the current legislation of Russia.

Telecom Operators Fear for Their Income

Banks and telecom operators exchange information on a paid basis. Financial institutions pay operators, including for data on changes to users' cards and devices. A source in the telecom market indicated that operators do not want to lose income from banks. But if they are legally obliged to do so, they will have to disclose information to financial organizations for free.
