The law on the monetization of space services is already being discussed in the State Duma

The Roscosmos State Corporation is awaiting the adoption by the State Duma of a law that will allow and regulate the monetization of space services. According to the head of the state corporation, Yuri Borisov, such a bill has already been submitted to the State Duma and has passed the first reading.

The state corporation hopes to switch to a system of monetization of space services soon - as Borisov noted at the "Royal Readings", in less than a year.

We hope that it [the law] will appear, and from January 1, 2025, we will gradually move to the monetization of space services. I see no other way to attract extra-budgetary funds for the implementation of expensive projects related to the creation of multi-satellite constellations.

Borisov announced the formation of the space services market at the end of December 2023. According to him, it is impossible to manage the development of the Russian orbital constellation solely with state resources. By 2030, private companies will most likely help launch about 600 satellites, which is about 40% of the planned volume of the orbital constellation. Roscosmos is already working in this direction with private companies.

Previously, Roscosmos announced private funding only in the project to create 136 small spacecraft (MCA) "Grifon". The first four experimental devices have already begun to be assembled, and they will be launched in 2024. The main satellite constellation will be launched and deployed in 2025-2026. The public-private initiative will deal with research and technical tasks, as well as taking pictures of the Earth from space.
