A bill has been submitted to the State Duma to abolish fines for a driver's license forgotten at home

State Duma Deputy Vyacheslav Davankov sent a draft law to the Russian Cabinet of Ministers providing for amendments to Article 12.3 of the Code of Administrative Offenses. According to the document, it is proposed to abolish the fine of 500 rubles for drivers who do not have their license or vehicle registration certificate with them.

It is specified that traffic police officers can remotely check the availability of a driver's license for a person driving through departmental databases. Russians, in turn, can use the "Gosuslugi.Auto" application, which stores a digital copy of the driver's license and vehicle registration certificate.

In the summer of 2023, the Ministry of Digital Development of Russia published amendments to the traffic rules, which equate digital copies of licenses and vehicle registration certificates to traditional documents on paper. The document received the support of motorists, but has not yet been adopted.
