A recycling fee for a new category of foreign goods may soon appear in Russia. This includes imported electronics: smartphones, tablets and video cameras, printed circuit boards.
Representatives from several industry consortia proposed this initiative at a round table in the Federation Council. In their opinion, a recycling fee should be introduced for five OKPD codes. These are "portable computers and smartphones", "tablet computers", "video cameras", "image recording and reproduction equipment" and "assembled printed circuit boards".
We propose implementing the recycling fee according to the following scheme: the first year - only for imported equipment, the second year - for imported and domestic. But for domestic, significantly lower than imported counterparts.
The initiative has already been supported by the Ministry of Industry and Trade. There are no specific time frames for the implementation of the idea yet. However, Konstantin Dolgov, Deputy Chairman of the Committee of the Federation Council on Economic Policy, told reporters in a conversation with the "Parliamentary Newspaper" that a recycling fee at the request of Russian technical industries will definitely be introduced.
