Traffic Police Urged to Deprive Minors of the Right to Operate Electric Scooters

In Russia, minors may be prohibited from riding electric scooters and gyro scooters

Russians under the age of 18 need to be banned as soon as possible from riding electric scooters and other personal mobility devices (PMDs). These include gyro scooters, monowheels, skateboards, and Segways. This opinion was expressed by the Deputy Head of the Main Directorate for Road Traffic Safety of the Ministry of Internal Affairs of Russia for Moscow, Evgeny Loginovsky.

A representative of the department explains this initiative with accident statistics. In particular, from January to September 2023, about 300 incidents occurred in the Russian capital involving minors who were driving an electric scooter. Loginovsky believes that in Moscow, the speed of movement for other PMD drivers should be limited to 20 km/h.

Similar proposals were made in St. Petersburg. In October 2023, members of the Legislative Assembly appealed to the Cabinet of Ministers of Russia with an initiative regarding the prohibition of scooter traffic on sidewalks, as this threatens the safety of pedestrians. In addition, St. Petersburg deputies proposed a complete ban on PMD riding for persons under 18 years of age.
