A draft government decree has been published on the federal portal of draft regulatory legal acts, containing a proposal from the Ministry of Digital Development to cease licensing paging services. The justification is very simple – the technology is outdated.
The decree explains that paging has been completely replaced by cellular technology, and as of June 2023, there are no valid licenses for the provision of relevant services.
The Ministry of Digital Development also wants to stop licensing data transmission services for the purpose of transmitting voice information (this service is necessary for telecom operators to operate VoIP and IP-telephony networks). But the justification here is different: data transmission services can be used by a telecom operator to spoof a phone number. That is, for illegal purposes.
