Four important changes have come into force in Russia, affecting everyone who already owns a car or is just about to buy one. These include new rules for issuing car loans, increased control over the car tire market, changes in OSAGO calculations, and a possible increase in prices for new cars.
Car loan rules are changing
From July 1, 2026, a new procedure for calculating borrowers' debt burden came into effect. If a person indicates income in the application form but does not confirm it with documents, the bank will only be able to take into account 90% of this amount.
And from July 1, 2027, the Central Bank plans to completely abandon the simplified calculation based on the application form and only take into account confirmed official income.
Control over the tire market is strengthening
From July 6, 2026, a new mechanism for evaluating manufacturers of marked goods, including car tires, will come into effect in Russia.
The marking system operator will check documents and production information, and in some cases, visit the actual production site.
Since the beginning of 2026, the sale of 937 thousand potentially illegal or dangerous tires has been blocked in Russia. Another 2 million tires were not allowed into circulation due to the absence or non-compliance of permits. From January to May 2025, the sale of 1.9 million tires with signs of violations was prevented.
New cars may increase in price
Participants in the Russian car market gave different forecasts for July prices. "Avtodom" allows for an increase in the cost of mass-segment cars by 3–5%, and individual cars supplied through parallel imports – up to 8%.
"Interleasing" expects a more moderate increase: by 2–4% in the mass segment and up to 8% for individual expensive imported models. "Rolf" believes that if high demand persists, some electric vehicles and hybrids may become more expensive, or existing discounts will be reduced.
At the same time, other market representatives expect mostly stable prices and targeted changes. Some localized models may even become cheaper.
OSAGO payments will increase
From July 11, 2026, a new procedure for calculating the cost of repairs under OSAGO comes into effect. When determining the average price of a part, too cheap analogues, the cost of which is less than 30% of the price of the original spare part, will not be taken into account.
Consumables will be calculated without taking into account discounts. The costs of disposable parts – seals, stickers, and other similar elements – will be fully included in the repair cost. Currently, they are subject to a limit of 2% of the cost of replaceable parts.
The Bank of Russia expects that as a result of the changes, the average OSAGO payment will increase by approximately 10%. New price directories should be updated within three months.
The average cost of an annual OSAGO policy for January-April 2026 increased by 3% and reached 7555 rubles.
